When ASEAN will become a single market and production base where there occurs the free flow of goods, services, investment and skilled labor, the question of human resources and creativity will be an important factor. Similarly, capital support, will also determine the competitiveness. When a country has creative human resources with a high work ethic, which is further supported by the availability of sufficient capital, then the country will be quite dominant in the competition. Theoretically and ideally Copyright protection can stimulate the growth of creativity. The issue is how the Copyright Act then can conceive, implement, and in turn can actually contribute to the growth of creativity itself, which then impact on competition in the single market of ASEAN. To be able to recognize whether UUHC may be a contributing factor in the ASEAN free market era, then the thing to do is observe, assess, and then implement specific provisions in UUHC directly related to the ASEAN free trade within the framework of the ASEAN Economic Community.
