UB’s Faculty of Law Holds Public Discussion “Questioning the Arrangement and Practice of Military Tasks Outside the War”

Universitas Brawijaya Faculty of Law (FHUB) in collaboration with Imparsial (The Indonesian Human Rights Monitor), as well as the Faculty of Social and Political Sciences (FISIP) Universitas Brawijaya held a public discussion entitled Questioning the regulation and practice of military duty outside the war (the problem of military involvement in the civil realm) at the Auditorium 6th floor, Building A, Faculty of Law, Universitas Brawijaya, Tuesday (03/05/2019).

The seminar was attended by 150 participants from academia, practitioners and student,  began with a speech from the Deputy Dean III FHUB Arif Zainudin SH. M. Hum and moderated by Setiawan Wicaksono S.H., Mkn as FHUB academics. Some speakers also attended this seminar including Prof. Dr. H. Mochtar Pabotinggi from the Indonesian Institute of Sciences, Al Araf as director of Imparsial, Yusli Effendi, S.IP., M.A. as Academician of the Faculty of Social and Political Sciences, Universitas Brawijaya, Muktiono, S.H., M.Phil. as Academic of the Faculty of Law, University of Brawijaya.

“The new order of a monopolistic political system, doble-function of ABRI was used as a tool for capital power not as a means of defending the people, for example as in the case of maritime workers in Sidoarjo. In line with Prof. Mochtar, Muktiono, S.H., M.Phil in presenting the discussion material discussing TNI Restructuring: SOFT APPROACH towards the Doble-function and Pro contra Placement of TNI in Non-Civil Position, “explained Prof. Dr. H. Mochtar Pabotinggi

 

Yusli Effendi, S.IP., M.A. the third speaker added that the three points of the Indonesian defense book are the strong Hard Security narrative, the minimal maritime axis called, the escape of proxy internals. Al Araf as the impartial director explained the discussion material on the Conception of the Role of the Military, the Nature of Safeguarding the State’s Security from the Threats of External Military War Operations (OMP), the functional imperative, post-cold war developments to focus on maintaining world peace and the use of military forces to deal with crisis conditions (preventing large-scale conflict) and the pros and cons of placing the TNI in civilian positions. Then this discussion was closed with a question and answer session.
